Inauguration of Indo-Russia Technology Hub: A New Chapter in Strategic Partnership

Against the backdrop of rising global technological complexities, India and Russia have taken a historic step toward shared prosperity and digital independence. The inauguration of the Indo-Russia Technology Hub (Innopraktika Technology Hub in India) on December 6, 2025, marks a transformative moment in bilateral relations, one that promises to reshape how the two nations pursue innovation, technological sovereignty, and mutual growth.
The inauguration brought together a constellation of visionary leaders from both nations. These distinguished guests gathered to witness the birth of an institution designed to serve as a bridge between two great technological traditions: Indian ingenuity and Russian engineering excellence.
At the heart of this initiative lies an ambitious vision: to support India’s objective of achieving “technological sovereignty” by co-developing world-class “Made in India” products through Russian expertise.
Mr. Debjit Chakraborty CEO and Executive Director of the Indo Russia Technology Hub, articulated this vision eloquently. The hub’s mission encompasses facilitating bilateral research exchange, standardizing artificial intelligence and digital technologies in both countries. Multiple projects already operate under the hub’s able leadership.
The presence of key figures underscored the gravitas of this moment. Mr. Andrey Sobolev, Trade Commissioner of the Russian Federation in India, represented Russia’s diplomatic commitment. Mr. Pavel Stepanov, CEO of Geoscan, brought expertise in unmanned aerial systems. Mr. Arseniy Tarusov of Innopraktika brought specialized expertise in international mergers and joint ventures, while Mr. Alexander Likhanov, CEO of the Association of Fast-Growing Technological Companies (National Champions), represented the entrepreneurial ecosystem.
Ms. Anastasiya Andreevna Shanshina, Director of Synergy University Hub Pvt. Ltd. embodied the academic dimension of this partnership. Dr. HARI BABU SRIVASTAVA, Senior Advisor of the Indo-Russia Technology Hub and former Director General (Technology Management) at India’s Defence Research and Development Organization, brought decades of experience in translating scientific advancement into strategic capability. The delegation was further enriched by Ms. Neelanjana Banerjee, Head of Operations at Bharat Shakti, and distinguished intellectuals from the Vivekananda International Foundation, including Dr. Saroj Bishoyi and Dr. Pravesh Kumar Gupta.
What distinguishes this endeavor is its rooting in mutual strategic interest. India seeks technological self-reliance; Russia seeks partnerships beyond Western constraints. The inauguration stands as a testament to what becomes possible when vision, expertise, and political will converge in service of genuine partnership.
